Air Quality Control Commission - Regulation No. 7

The Air Quality Control Commission (AQCC) of the Colorado Department of Public Health and Environment (CDPHE) updated Regulation No. 7 in 2020 to incorporate requirements related to the “Control of Ozone via Ozone Precursors and Control of Hydrocarbons via Oil and Gas Emissions”. Specifically, Part D, Section V of Regulation No. 7 requires owners/operators of oil and gas operations to submit an annual inventory that includes emissions from facility equipment and facility emitting activities such as workovers, blowdowns, and venting. The data submitted will be used by the AQCC to further develop regulations with the intent to reduce greenhouse gas emissions.

Owners/operators of oil and gas facilities are required to track key components of their operations that will be used to estimate the emissions from their operations. Emission determination requiring detailed data include:

• Production values
• Truck loading volumes
• Heater burner ratings and hours of operations
• Venting of produced gas
• Blowdown emissions (pressures, duration, volume)
• Tank Maintenance emissions (thief hatch maintenance, gauging/sampling events, tank cleaning)
• Well maintenance such as unloading and workovers (volumes emitted, pressures, temperatures)
• Fugitives (comprehensive count of components associated with oil, produced water, and gas operations)
• Pneumatic controllers (bleed rates, number of actuations)
• Engines (runtime, fuel consumption, hp ratings)

CDPHE has developed a complex workbook to summarize and tabulate the emissions, emission factors, and other justifications for each operating company. These workbooks are due on July 30 of each year for the emission estimates based on the previous calendar year.
